Energy Saving, Helping the Homeless and Licensing - Our January Meeting

At our January 2020 meeting our main speaker was Andrew Waggott, from Portsmouth City Council (PCC) working with us to help us understand what is available now and trying to work out how we make the PRS in the city greener and more energy efficient. We also discussed the PCC proposals to get more people from the housing list into the PRS and had a discussion on HMO Licensing in the city.  We have produced short (and long) videos of the event for those who could not attend.

This was the debate we had on the various proposals included in the paper that was subsequently reviewed at the PCC Housing Cabinet meeting. (Further details of that meeting here).

Andrew Waggott's presentation and key points of the discussion on improving energy and water efficiency in the city. After the session, Andrew came back with the following further information:

"I know there were a couple of queries we didn't fully cover off. One of those was the hellishly complex qualifying criteria of ECO. This is a link to Ofgem's eligibility for all homes under ECO: https://www.ofgem.gov.uk/system/files/docs/2018/11/eco3_matrix_of_requirements.pdf As you'll see, it's not exactly simple; so your members should feel free to get in touch on 023 9284 1947 or This email address is being protected from spambots. You need JavaScript enabled to view it. if they have any queries.

I know there were a couple of queries regarding cavity wall insulation certification. This work should have been done under the Cavity Insulation Guarantee Agency (CIGA). For those who had not received any documentation after having this measure installed, it should be possible to source this guarantee through the CIGA - https://ciga.co.uk/ or 01525 853300.

Our website www.switchedonportsmouth.co.uk will be our key platform to release help and advice, and we will be expanding our advice pages for private landlords in the near future. We'll ensure to include an easy guide on as to what can be funded through ECO or our own schemes on this site and will be building out the private landlord pages as we go to make the advice easier to access."

Andrew also included a link to the survey on the strategy which we advertised in our December newsletter, but which has now closed.

And our update on HMO Licensing...
